Morgan C. Thomas, Esq. is a licensed attorney in Maryland. Morgan joined UMBC’s Office of the General Counsel (OGC) in 2016, serving as a Civil Rights Investigator and in 2017 became the Assistant General Counsel. Morgan has significant experience investigating reports of sexual assault, harassment, stalking, interpersonal violence, discrimination, and other forms of prohibited conduct. She has a comprehensive understanding of Title VI, Title VII, Title IX, the Clery Act, FERPA, and other laws that apply in the higher education context. She has developed and delivered training to students, faculty, and staff related to Title VI, Title VII, and Title IX matters. Morgan is also a well-trained and experienced Mediator and Restorative Justice Practitioner and has facilitated the resolution of numerous conflicts and disputes.
